County funding is back on for Guadalupe Centers

The Jackson County Legislature on Monday approved $197,000 in county funds for Guadalupe Centers Inc., ending weeks of uncertainty after concern about a legislator’s conflict stalled funding.

The conflict involved the recent hiring by Guadalupe of Legislator Theresa Garza Ruiz’s husband, Genaro Ruiz. Although she and the centers’ director, Cris Medina, argued that Ruiz had no direct responsibility for the programs funded by Jackson County, the new county counselor, W. Stephen Nixon, ruled that county funding of Guadalupe would benefit Garza Ruiz, violating county rules.

Ruiz then resigned his position at Guadalupe.

On Monday, Medina said: “We’ve received our funding, but I hated to lose a good young man.”

Garza Ruiz voted for the 2011 contracts, noting a conflict no longer exists.

The Legislature on Monday also gave verbal approval to Truman Medical Centers’ plan to issue $24 million in new bonds. It would pay for improvements at Hospital Hill and Lakewood, as well as electronic medical upgrades and other equipment.

Revenue from an existing property tax, already approved by voters, would pay off the bonds.
