Mission sales tax

Shall the City of Mission, Kansas be authorized to impose a three-eighths percent city-wide retailers' special sales tax, to be used only to finance the costs of the acquiring, constructing, improving and equipping parks and recreational facilities, and paying costs of operation and maintenance of the Project?
